WATER UTILIZATION ASSOCIATION TURNOV (VHS Turnov)
Water utilization association Turnov is a voluntary unit of communities, based on the law of communities and is the owner of the water utilization infrastructure of the member communities.
The main scope of this association is the operation of the water utilization infrastructure – investment business and securing the operating system. It is also securing the development of water utilization holdings of the member communities (construction of water pipes, sewerage, sewage clarification plants and other water utilization structures), by using resources from selfkeeping, budget grants and member fees. To run the operating system, the system has set up hire contracts for holdings, which every single subject operates.
For securing of it´s own development, the communities obligation is to take care of the water utilization. That´s why some communities in the Turnov area joined their forces in 1995 and formed an association of communities with the purpose of development of the water utilization infrastructure (VHS Turnov). This association took over the holdings of the former state enterprise Water supply and canalization Turnov. At present time the operation of the water utilization holdings of VHS Turnov is being secured by joint stock company www.scvk.cz Northern bohemian water supply and canalization (SčVK, Inc.) Teplice, establishment Liberec, plant Turnov.
When a community joins VHS Turnov, it means a large amount of help with the operation of the communities water supply and canalisation. The most common reason for joining is finding out, that the communities are not able to operate the water supply and canalization network and securing its renewal and development independetly. We help out the communities with campaign preparations, securing grants for the realization of campaigns and of course with actual constructions. The membership in VHS Turnov is voluntary, every community can absent from the association with it´s communal water utilization holdings.
Statutory representatives of VHS Turnov are the president of the association council Ing. Milan Hejduk and manageress of VHS Turnov Mrs. Marcela Červová. VHS Turnov is lead by the Association council with the substitution of all member communities and the associations activity is inspected (aside from the national institution) by the Supervisory board.
The revenues of VHS Turnov come mainly from rentals of the company SčVK, Inc. Teplice. Other VHS Turnov incomes are formed by investment submissions from member communities and investment grants from the household budget (Czech Ministry of agriculture www.mze.cz, National environmental fund of the Czech Rep. www.sfzp.cz, Regional authority of the Liberec region www.kraj-lbc.cz). The association also tries to gain financial resources from structural funds of the European union. Raising grants from different resources is a big advantage of communal associations. This is a huge difference to private water utility companies, who don´t have this opportunity by law.
VHS Turnov expenses are mainly connected with the perfomance of tasks in the construction of required water utilization investments and the instalments on investment credits. The management is conformed to the budget rules of territorial estimates. The annual budget of VHS Turnov and the closing account of VHS Turnov are made public in all member communities.
Due to the fact, that VHS Turnov approves the range of the water rent, it can obtain an optimal price, which will be acceptable for the customers as well as for the operating company for sustainment and development of water utilization services.
